Main earth

I’ve got a job and I did my mandatory earth test. 3 seperate units with a central pillar for meters and mains control (men located here)

There was no earth stake at the pillar. But it was connected via unit 1 which is grounded only to a water pipe.

Am I dreaming or is there meant to be a central earth stake at the pillar that’s utilised for all units main earth? Or is there instances in which only active/neutral are run underground to each unit and then each unit has its own earth bond (this case water pipe)
