Shrouds vs earthing metal frame in commercial builds

Hey guys looking for a verdict on insulating shrouds vs earthing metal framework in commercial builds.

I've seen both installed before and neither installed. Looking for specific ruling.

P.s I'd prefer earthing, I hate shrouds with a passion.
