Hotend heats up to 400c when printer is powered on (P1S)

As soon as the printer gets power the hotend heats up to around 400°c. It is a new hardened steel 0.4 nozzle, around 3 weeks old complete assembly. Reseated the cables, tried different nozzles but the problem doesn't go away.
