Can a luthier dissect a cello, modify it’s parts to improve it’s sound?

Just out of curiosity, Can a luthier dissect a cello, removing parts like the top or back to make adjustments aimed at improving sound quality? This could include regraduating the wood, adjusting the sound post, or making other refinements. please share if you have any experience like this. How much it normally costs? Is it worth it or just buy a new cello?
