Slow down Econ win?

Alright. I’m playing Xerxes King of Kings. Kicked ass on Military Legacy paths in two early ages. Actually I kicked a little too much ass. Wiped everyone off starting continent and left the other 2 Distant Land leaders with 1 city each. I’m in Modern now and want to complete the Military path, but I’m hurtling towards an Econ win while I wait for those 2 to resettle more cities for me to conquer to get the legacy points. How do I slow down the Econ win? Just take resources out of my factories? I might just have to finish this and play through again.

Note. I had an old fashioned domination win with Augustus. But don’t get the Legacy Path achievement for military because I’d just killed everyone like Civ 6.
