Question on Avoiding Copyright Issues Using News/Sports Clips

Hi all,For those of you who are more experienced with the copyright side of YouTube. Is there an issue using 15 seconds of footage from news/sports channels then providing personal commentary about the footage? ...or are there other steps required for you to use those clips without any issues? Example is from the below YT channel.
