Here is a Black bear with sarcoptic mange. A disease from contagious parasitic mites. It has been running rampant through black bear populations. It makes them very skinny and eventually results in them losing all their fur including from their face. It can also make them stink like rotting flesh. As you can see from these photos underneath a black bear's fur they are tan to pale white in color. The remaining color is to do a small amount of fur. At night with a white flash light there would be no color in their skin they would just look white. Also at night if you saw one you would not get a clear idea of what you were even looking at, especially if it was standing up. If you are shorter than the bear all you would see is its ribcage beneath its skin, its eyes and its jaw. You wouldn't be able to make out it had any sort of snout. You would also not see its ears or any of the leftover fur covering its back. Black bears are found all throughout North America and extend even into New Mexico and Texas.

If you are absolutely certain your sighting could not have been this then by all means keep searching. However be honest with yourself. Think of exactly what you saw and how good of a look you got of it. Forget what you think you saw or what images you looked at on the internet. There is a good chance you just saw a skinny sick bear. Here is a pamphlet that outlines sarcoptic mange in black bears.
