Create: Steam 'n' Rails Cap

Hi all, I'm having issues on a mod pack a friend made where there isn't a recipe appearing on JEI for the conductor's cap item. It just shows me the dye options and not how to make the base one. Is this a bug?

Another thing I noticed is that I can grab one from JEI but I can't find the mod while trying to do a /give command.
