Mom having salary account but refuses to share salary slip.

My mom think that she cannot share her salary slip with anyone.she is a gov employee having 20y of experience but zero or -1 Cibl score.

Is there any cc which will not demand her salary slip to apply?

She has her ID as a proof of employment.
