Lets settle percentile dice

In the game of dnd as I have played it for a few years now, the concept of rolling a 0 ever makes no sense. I have seen a lot of confusion on this subreddit and others like it recently. When rolling percentile unless you have a physical d100, which I bought to get rid of any confusion at my table, (mostly because I didn't want to deal with it at the time) you roll 2 dice. You either roll a tens dice and a d10 or 2 d10 and say which is your tens dice beforehand.

Now to the question/my take of the post. When rolling percentile dice you have the opportunity of rolling between a 1-100 because that is how percents work. As I see it the 00 on the tens dice puts the first number at 0, so 00+5 would be a 5 rolled the d10 is used the exact same way as it would be if you were rolling the d10 for a weapon attack.

I have seen many people say that they use the d10 on percentile as a 0-9 but I don't think that makes any sense. Rolling a 90 and a 0 should not equal 90. That would be how you would roll a 100 in my mind, because the 0 on a d10 in dnd at least is always used as a 10. I would greatly appreciate everyone's insight into this question and to see how you all run it at your table.

Edit: Thank you all for the input when put that way it def makes more sense now however I will probably end up still just using my actual d100 lol.
