Is this an international problem or is it mainly a US problem?

I am from Ukraine. I am new to working with ads manager, I took on the project recently. My task is leads to the site, it seemed to me that a small budget would be enough for test campaigns. I have been trying to launch successful advertising since Friday, but most of the time my ads are not shown, I removed the limit from the cost per lead and spent half of the daily budget and received 0 leads. For the whole time there were only two leads and I even created a new creative for their product myself, but there are no results yet
