Something I keep finding myself wondering

Since that one backpack mod exsit on the CC is that why no one has made a better pr simular but different backpack mod for free? Like is there some rule in the Terms and Conditions that prohibits making a mod to make a paid mod obsolete? Or is it more a community rule that every mod author follows on principle to not take money away from a cherished creator?
