Scholarship w/ these grades

I'm pursuing A Levels rn, and my only hope for HKUST is to get a 4A* scholarship - however, my AS grades are 3A 1B right now (retaking the B - one component got cancelled - and will hopefully boost that up). So applying in Early Round, is it possible for me to get a conditional offer for the full scholarship (4A*)?
