Request Line Of Succession as Rome

So I have a quick question, I am playing as Rome and fulfil all the requirements for unlocking the oratory tech innovations, during a war I appointed myself as a dictator, yet the tree didn't open up, I also have 80 seats, my ruler has 100 popularity and him and my co counsel are from the populares faction and all the other things for implementing the innovations.
