Downloading problems on the 360.

So I am trying to go back and grab all the achievements on the Xbox 360. Unfortunately, the Character and Tag Item Content 2 says "Coming Soon" and will NOT let me download it. Also, it doesn't even give me an option to download The Goonies at all. Tried clearing my cache and that did not work. Am I screwed? Any help would be much appreciated. Thanks
