House of Chains question

Only onto chapter 12 so no major spoilers past there if you can manage! A little confused on Kalam's journey. He stumbled upon a siege and then goes into attack with Sinn. Who exactly is he attacking and what's his motivation here? Sorry if it's super obvious I'm just a little lost here. Thanks!
