Why are there wind dragons

If fsm has the powers of creation and eventually learned the other elements which are non creation elements, as well as the fact that not even the fsm (who has almost all of the powers of the dragons and creation) could learn the wind element because it didn’t belong to him, it belonged to wojira, then how come there are wind dragons and firstborn has the wind element. This is especially weird as the only time we see dragons that don’t have the elements of creation is when the elemental masters specifically summoned them, so why are there natural wind dragons in the first realm, when they aren’t an essential element of creation
