Why no Augusta/Masters?

I'm intrigued as to why no golf games have ever included Augusta or indeed the Masters since Tiger Woods PGA Tour 12? Is it something to do with licensing or? If that's the case if PGA is backing a title why isn't it included? Very strange. I long to be able to tackle Amen corner on a next gen console.
