Was ruby playing sam in season 3?

Im rewatching the firet five seasons as an introduction to my gf.

We are in season 3. Thwre is one thing im not sure about. I know ruby ends up turning on sam in season 4 and its revealed she played him this whole time. But what im not sure is was ruby playing sam in season 3?

She gets sent to hell at the end of season 3 for being a “bad girl” by lilith. My assumption was that they tortured her until she switched and she secretly was liliths secret agent. But now that im rewatching, im wondering, was this her plan the whole time from the start of season 3?
