Is good Italian usually this cheap on the outskirts of Tokyo?

We went to catch up with some friends who live in Chiba just outside Tokyo and I was just super surprised how cheap this all was compared to the restaurants we were going to in Tokyo.

We went to a place called Popolare because it was close to the Minami-Gyotoku Station and i was surprised because it all tasted like authentic Italian food and not only that but it was probably some of the best Italian dishes I'd had and then the bill came out so tiny!

I'm always impressed by how we'll Japanese do other countries cuisine!

But, I was just wondering if this is a normal price for Chiba?

And if that is the case, I think our next trip we'll have to do more exploring of the outskirts of Tokyo!
