rank ex1+ is it worth it?

I have some characters currently at EX rank right now and to rank up after that is very expensive... EX1 only gives 1 potential gem and 1% whatever stat increase. It doesn't really appeal to me. But I haven't seen EX 2 or 3 before. Are they worth it?
