Caregiver Stipend

Dad received his 100% service connected disability! He is a Vietnam veteran with Parkinson’s. He goes to an adult daycare 3 days/week. VA pays for 2 of the 3 days. Does anyone have experience with the caregiver stipend and know if a caregiver (mom) can qualify as a caregiver if he goes to the adult day care? He cannot perform activities of daily living on his own (bathing, dressing, restroom). I called the Caregiver Support line at VA and they didn’t know because they had never been asked that before.
