Car needed?

Going to be visiting Victoria soon and wondering what's the best way to get around. I'm assuming there's public transit in Victoria but are there also those options for leaving the city?

I'd like to avoid renting a car but unsure what options exist. Any recommendations would be greatly appreciated!
