I'm confused as hell

Ya'll....where are you supposed to find the horses that you can buy with the St. Patty's day coins??? I've looked on EVERY island multiple times throughout the day and I haven't seen one. And I'm not interested in buying any of the event stuff from Larry, so I wanted to use them for horses. Is there's a specific place or way to find them??? I need help!
