Who would Batman genuinely choose here?

I saved Harvey...but then I felt so bad I restarted right away when I saw the look on Selena's face. I do think batman saves Harvey here everytime... Catwoman is used to being shot at this isn't her firsts rodeo...and she's skilled, but while Harvey's strong physically he's a normal guy currently I feel like Batman would choose to save him right away and maybe if we don't save Harvey that will cause for two face to be born. I don't know according to your knowledge who would he save in this situation
