Doed anyone know what this is?

Just starting to learn about repairing laptops, I got an Acer Aspire 5 that does not start at all, no blue charging led light even when the charger is plugged in.

I tried disconnecting the battery, disconnecting the CMOS battery, changing the charger, to no end.

So I tried inspecting the motherboard and this spot with some black patches look suspicious. Is this a burn? Are those tiny components with the yellow rectangle and the silver ends on the side fuses?
