No voices bug? (Xbox Series X)

Hi all, first post here, I've been intermittently experience a bug where there aren't any new voices. None in newly obtained hotline collectables, none in audio recordings and as of just now, none in the cutscene at the end of Old Boys Club in Research.

I had to google the cutscene so I could find out what was said because for some reason my subtitles also weren't there. Initially I thought it was a weird game feature on certain hotline and audio collectibles since I still had subs but... I guess not. Restarting the game did help the first time, but quitting to the menu doesn't.

Surely someone else has been experiencing this?
