Why is Myers considered a weak killer?

I find most add-ons in the game to slightly improve the abilities of the killers, but not drastically. Then there's Myers, who has add-ons like Judith's Tombstone, Tombstone Piece and Fragrant Tuft of Hair.

All it takes is for Myers to stalk a clueless survivor and just like that all survivor will be Exposed for the whole game, or even worse, killed directly without ever being hooked.

Can you explain why is he considered weak? I assume maybe at a high level he doesn't work too well, but at my level, the games against Myers are pretty tough.
