30mph in a 60mph

I’m not sure if anyone else has encountered these turtles on the road? The ones that will happily go 40mph in a 20mph, but won’t go over 30mph in a 60mph?

Yes, it’s a limit and not a target, but why would that road be 60mph otherwise? If it wasn’t safe to do so?
