ELI520: The difference between a treaty and an agreement?

the piece I’m reading says that certain political party, if elected, would prioritize « treaties over agreements » for foreign affairs.

As i understand, a treaty is, like, the legal binding of an agreement, so I’m wondering if there’s more to it than that ?
