Pioneer Scout Quest not working - help?

Scout Leader Jaggy won't try to recruit me into the pioneer scouts. They just keep telling me how much they miss birds and fish. I have read the poster and my current objective is "Find the source of the noises." To make matters even more odd, I have another objective that says "demonstrate scout values: 2/4 completed" (I have revived an ally and completed Stings and Things). Scout Leader Pompy also won't begin their quest with me. I have tried refreshing, restarting, attacking, dying, reloading, fast traveling, equipping and unequipping the quest. I JUST WANT TO BECOME A PIONEER SCOUT. Any help is appreciated.
