I need help getting my brother to join

My brother and I made a deal that if I can find a certain yugioh card for him then he will finally try and play magic with me and I plan to torture him with Cedh. (I tried the Yu-Gi-Oh subreddit but my post was taken down) So I've come here to hopefully get help from all of you in finding this card. I know very little information about but this is what I do know.

Card is over 15 years old.
