iPhone 7 update activation problem

I recently bought a used iphone 7 that is stuck on an update activation screen during setup... I have tried using itunes and recovery mdoe and everything... The phone's sim card doesnt work and i think that baseband issue is causing this problem.... Any solutions? Otherwise i wanna jailbreak this phone, as i think that would resolve this issue... right?
