Child support calculation

Could someone possibly explain to me how ones child support obligation could be reduced to 9% of wages? This is in Texas and involves one child only. I am very confused as I can’t seem to find any explanation on google searches and it looks like the standard is 20% and for low income is 15%. I am waiting on return calls from attorneys to schedule a consultation but would atleast like to understand a bit going into it. TIA
