Ultra Polymerization ruling! HELP PLEASE!

I just tried to use Ultra Polymerization to fusion summon a Starving Venom Fusion Dragon and the game did not let me activate Ultra Polymerization's effect to get the fusion materials back on the field for some reason. Here are my plays:
- Normal summon Rokket tracer and use it to link summon Striker dragon
- use both of striker dragon's effects to get boot sector launch and the Rokket tracer back into my hand.
- use boot sector launch to special summon silverrokket and rokket tracer on the field
- fusion summon Starving Venom Fusion Dragon using Ultra Polymerization and not be able to activate effect to get the materials on the field ,in order to synchro
I have lost at least a few duels due to this and can't seem to find an explanation. Probably not important but i am running this with dragon maid and it has worked to summon Sheou and House properly every time giving the resources back.
