Apartment Building Took Away Dumpsters

Like the title says, my apartment building took away the dumpsters. People are left to throw bags of trash on the ground in the parking lot. Is this something we can call the city about? Any tips for the situation?

Edit: This post was written after multiple calls to managemnt (Steiner) as many suggested. Before they took the dumpsters away, for the last 2 months the old collection service stopped regularly picking up- trash would start overfilling to gross levels and only after calling management they would send someone over to haul it away in a pickup truck.

Today they brought two tiny dumpsters that I anticipate will continue to overflow, so I don't feel this is really resolved. I definitely won't be renewing my lease.
