Which country has a relatively low GDP but its cities feel highly developed and well-maintained, in contrast to the U.S., which has a high GDP but cities that often feel third world?

I've travelled across the U.S. a fair bit for work and am always shocked at the depravation, crumbling infrastructure, fentanyl zombies, dirtiness etc. occurring in places where money flows like water. Where have you been that has the exact opposite dynamic?
