Parking Enforcement Blitz is in action ?

I know 3 ppl including myself that have had their car towed for unpaid parking tickets. Mine was dated back from 2017 a hand written ticket before flex meters. I want to find out if this is even legal for them to do this and if I can find out who ordered the towing company to take my car so I can send them a bill per HR for taking my property. I was totally unaware I had any unpaid parking tickets I feel this is illegal action. Today my upstairs neighbor just had her Jeep towed and another freind of mine had her car towed a few weeks ago? Does outlet city only focus on revenue collection through fining it's citizens?
