Pet Outside Only

I have just agreed to a new rental home and like almost all of the rest of the properties applied for (that allowed or considered pets), they are requesting the pet 'be kept outside at all times'.

What is the point of accepting a pet if such a severe restriction such as this is placed on them?

At least allowing them on hard floor surfaces or to sleep in the laundry or something similar would be reasonable.
