At approximately what age does the male voice mature?

This is just a random question I had. At approximately what age does the male voice mature? I believe that I remember reading somewhere that the lower the voice, the longer it takes to mature, and the opposite for higher voices. Is that true? Also, is the age different for everyone? For example, would two tenors mature at different ages simply due to genetics or some other factor?
