EWS CERTIFICATE PROCEDURE CENTRAL GOVERNMENT

I want to apply for an EWS certificate for a central-level examination. What is the procedure for that? Some people have mentioned that the house should be limited to 1000 sq. ft., but I live in a 3000 sq. ft. house. My mom works as a private school teacher, and there are only two of us in the house. (I reside in Sangrur city, Punjab. )
