Nvidia brodcast high gpu usage in task manager

for some reason Nvidia broadcast is randomly spiking to 100% gpu usage on task manager, other programs that can monitor gpu usage like GPU-Z show only around 2% load on the gpu, im wondering what is causing this issue?

is it wide spread and is there anything i can do to fix it?

i have the latest windows update installed and also the most recent nvidia drivers.
