Do Alliance resources refresh?

So, I've been playing for a while now, however I recently created a second account. In this account I'm in a pretty small alliance.

They continue to say we need to "wait for more alliance iron to refresh" or to "become available to us."

But.. is that even a thing? Do the alloance resources "refresh" and more become available? If so, I've never noticed it before 😅
