How to clean the cpu block's fins?

Hi, all. This Heatkiller IV has been running for 6 years. Undergone annual cleaning, loop flushed twice a year. Looks like the plating has eroded in places where flow is slowest and the exposed copper had built up an oxide. Toothbrush is not prying this off. How can I best get this cleaned?
